THE OUTCOME

FIRST STEP :
Sarkari Order :- (The copy of the notification attached below) Following is the text of the Gazette Notification issued by the Government constituting the Joint Drafting Committee comprising ministers and civil society activists to prepare the draft Lokpal Bill.
“The Joint Drafting Committee shall consist of five nominee ministers of the Government of India and five nominees of Mr Anna Hazare (including himself).
The five nominee Ministers of the Government of India are as under:
  1. Mr Pranab Mukherjee, Union Minister of Finance, 
  2. Mr P. Chidambaram, Union Minister of Home Affairs, 
  3. Mr M. Veerappa Moily, Union Minister of Law and Justice, 
  4. Mr Kapil Sibal, Union Minister of Human Resource and Development and Minister of Communications and Information Technolog
  5. Mr Salman Khursheed, Union Minister of Water Resources and Minister of Minority Affairs.

The five nominees of Mr Anna Hazare (including himself) are as under:
  1. Mr Anna Hazare, 
  2. Justice Mr N. Santosh Hegde, 
  3. Mr Shanti Bhushan, Senior Advocate, 
  4. Mr Prashan Bhushan, Advocate and 
  5. Mr Arvind Kejriwal.
The Chairperson of the Joint Drafting Committee shall be Mr Pranab Mukherjee. The Co-Chairperson of the Joint Drafting Committee shall be Mr Shanti Bhushan. The Convenor of the Join Drafting Committee shall be Mr M. Veerappa Moily.
The Joint Drafting Committee shall commence its work forthwith and evolve its own procedure to prepare the proposed legislation. It shall complete its work latest by 30th June, 2011.”

We owe the Right to Information Act of Maharashtra to Shri Annasaheb Hazare. It was because of his relentless pursuit, occasionally resorting to agitations, that the Government of Maharashtra enacted Right to Information (RTI) Act in 2000.But soon it was realised that the act was fully of flaws. At the insistence of Annasaheb, the government agreed to overhaul the legislation.

" I am not a compulsive agitationist. I drew inspiration for construction action from Swami Vivekanand when I was 25. I returned to my village Ralegan in Maharashtra after serving the army for 15 years and devoted myself in making it self-reliant. Mahatma Gandhi wanted villages to be the focus of our development. We concentrated on cities instead. Our economic activity is based on exploitation of humans and the nature. Mahatma Gandhi had cautioned us that if our so-called development is based on exploitation, it will lead us eventually and inevitably to disaster. "
         I was convinced that we cannot make our villages self-reliant if we make them dependent on foreign aid and external assistance. Our own land, development grants from our own government and loans from our own cooperative banks are enough to elevate our economic status.
       I gave this background to explain that waging agitations is not my nature. I am for constructive work. But when I saw that thousands of crores of rupees allocated for rural development do not reach villages at all, that barely 12 paise of a sanctioned rupee are actually spent on development work, I took up cudgels against corruption.

          In 1989, I launched an agitation against the corrupt practice of 42 high level officials in Maharashtra. An enquiry was conducted and charges proved, but no action was taken. In protest I returned the gold medal and award of Vrikshamitra given to me by Rajiv Gandhi. It stirred up the people but not the government. So I returned my Padmashri to the President. This created a mass awakening, but the government did not move. Then I went on indefinite fast at Alandi (where Sant Dnyaneshwar took samadhi). This roused the society. Nearly 1.25 lakh people came to Alandi to express their solidarity and in the events that followed, the government had to go. A new government came in power. I asked the new government to take firm steps to root out corruption and waited for a year and a half, but while the previous government merely graduated in corruption, the new government took a doctorate in it! I had to launch a movement again. You are aware, as a result, couple of ministers had to resign and among officers nearly 250 heads rolled.


However, I realised that unless we transform the system, the omnipresent corruption cannot be checked.
We have to change the system. Make stringent rules on prompt movement of files. Punish those who delay.

People are the rulers. They send their representatives to the state and the centre. Government's funds are people's funds, because people are the government. Elected representatives have been sent there as trustees. Just as the IAS and IPS officers are public servants, the elected representatives too are servants of the people. Have you ever heard of a servant denying information to his master? People are master. Yet in our democracy, the master has no access to the information on the government he appoints. This is absurd. Yet masses were not aware of their right and those in power exploited their master's ignorance.


The government talks about people's participation in government. They were talking of people's participation in government. I said, it is the other way round.
It should be government's participation among people
Until there is total transparency in the government spending, there is not going to be any progress.
This bill when enacted will curb corruption to a large extent. I don’t say corruption would be eliminated, but surely its incidence will be reduced to a half.

  

         People must be made aware of these developments. We have distributed lakhs of leaflets. I have ploughed in nearly Rs 80,000 from my pension in this movement and have diverted the money I received from various awards, so have veterans like Govindbhai Shroff and Prof G P Pradhan. A large number of sympathisers made small contributions. Now people have begun to know about their right to know.

       To conclude, corruption will not be curbed until we change the system. I have spent several years agitating against corruption. But has it been eliminated? No. At best, some sense of fear has been instilled among government employees, but corruption goes on surreptitiously. System overhaul cannot be one man's mission. Everybody has to join in. Recall the immense sacrifice made and untold torture suffered by patriots during the struggle for your freedom. Join in to make ours a true freedom. We owe it to those patriots many of whom scarified their lives for you. Time has come for everyone to fulfil one's obligation to the society.

Request all patriotic Indians to support Anna's Fast unto Death demanding a Jan-Lokpal-Bill which the politicians of our country are holding aback for more then 40 years.Considering the public pressure the Government is proceeding with the bill but with such deterioration that it wont be able to achieve the very objective with which it was initially drafted.The politicians are creating loopholes in the bill.Hence nothing less then a full public participation is to be accepted for this bill.We all support Anna in his effort to create a corruption free India.

Here is the letter written to PM by India Against Corruption :-

Mr. Chief Public Servant,
Manmohan Singh

We have suffered enough due to corruption. We are deeply hurt and disappointed with any lack of a real and meaningful solution from you and your government.

We want change, and we want accountability and we cannot wait any longer to have this! We will not vote for you if an effective anti-corruption bill is not enacted. Not the farce Lokpal Bill proposed by your government, but the peoples “Jan Lokpal Bill”. We want strict and effective punishment for the corrupt. They MUST go to jail! Or you Mr. PM, along with your party, will fall from the people’s grace. We assure you, stand by us, and we will stand by you. The opposite will also hold true.

Your government has appointed a GoM to draft the Lokpal Bill. This GoM includes -
Sharad Pawar,Veerapa Moily and Kapil Sibal. Mr. Pawar and Mr. Moily have a past of corruption and mis-deeds that the entire country if aware of. Mr. Sibal does not feel there was corruption in the 2G scam. Having these people draft the anti-corruption law – is it not an insult to the people of India? How can the corrupt be asked to draft an anti-corruption bill? We urge you to consider the choice put forth by the people – credible names such as Justice Santosh Hegde, Prashant Bhushan, Shanti Bushan and others, to be part of the committee to draft the Lokpal Bill.

Shri Anna Hazare, one of the Greatest Social Reformers India has ever seen has announced a Fast Unto Death beginning April 5th. His demands are extremely beneficial for the future of India. We urge you to immediately accept the demands of the people of India represented by the demands of Shri Anna Hazare lest the discontent among the people grows out of control.

The sentiments against rampant corruption in this country are quickly becoming as strong as those that led to the uprising in Tahrir Square. The honest and hardworking people of this country refuse to be innocent bystanders in the wholesale public looting that is taking place as you read this letter. We request your immediate and strong response to this concern of the people as corruption should be the top priority of your government. If the challenge is not met effectively and promptly, it has the potential of undermining every valuable effort made by upright citizens of this country over the last century - including you. It also has the potential of leaving your government with a legacy of shame.

Tahrir square can yet be a reality in India.

We trust you will take immediate steps to give us our solution, and not force us to take the above steps!

How can the ICC & BCCI cheat 1.2 billion Indians & so shameless not even admitting they have done something wrong. We can understand if Mr.Lorgat didn’t bothered to present the actual World Cup,but what the hell BCCI & the attached leaders were doing, Sharad Pawar has done his bid, he should leave us now for god sake. And what Mr.Ratnakar Shetty, & Mr.Rajeev Shukla were doing? These are the people to be blamed & they have to come out to face the public. They have mistaken that the Indian people like the BCCI or ICC, they just love the game & not the crooked politicians running it.

I feel sad for Sachin,that his moment of dream coming true is maligned by the Fake World Cup courtesy Mr.Sharad Pawar.Go away Mr.Pawar,please do not contribute more to the game.This much is enough.

First there was the funny case of “Double Toss”,what to say,the Empire who is there to be a witness to the toss in the world cup final is showing his so casual attitude, Was he really? When he said he didn’t hear due to noise? He should be tossed out of International cricket first.
These people are making fun of the people’s love for the game & towards the players.

They seems to have lost their inner conscience & hasn't left with any trace of patriotism in them,money & glamour is flowing inside,but they won't be able to take all these to the other world.They wont live upto eternity,i hope they will come to senses now.

Infact this is the time when Indian Government should take over BCCI,they are just a club,and they do enjoy all sorts of benefit from our Government, like they got an exemption of 45 Crores in this world cup, the money which was exempted was actually gone from my pocket & from other tax paying citizens. You need to answer Mr.Pawar,the people of India are waking up, you & your industrialist capitalist lobbies wont be able to protect you from the citizens of this country getting aware how you people progressed while the one you ruled went down & down in misery & poverty.
